Decatur Police Department – Contributor, Rocket City Now

All it takes is one look in her office to see School Resource Officer Heather Atchley is loved and appreciated by the students at Oak Park Middle School.

Information Systems 

Our Revenue, Finance and Purchasing departments enjoyed "go live" Monday, April 3rd as we transitioned to Tyler Munis software.  The transition impacted all City of Decatur departments, specifically Purchase Order approvals.  Many thanks to the cooperative spirit that was seen throughout our city government.  I know our Purchasing team is cross-eyed from looking at their computer screens as they have re-enter outstanding Purchase Orders. Finally, a special thanks to our Information Services team for their leadership during the ongoing transition.

The building and planning departments have been active with projects this week that hold promise for our cities future growth. The Publix project is moving forward with the initial site preparation work for the eventual construction of phase 1 of the project which is Publix. In addition we have received approval from ALDOT for the realignment of Indian Hills Road to move forward. This will entail the bidding of the project including signals and council approval of the contractor. This process can take up to three months before any work would start due to legal notices that must be satisfied. The Publix project involves no incentive money and includes the developer improving Indian Hills Road along the development site as well as all construction entrances along Highway 67. There will also be an entrance and exit off of Upper River Road into the site that should limit traffic on Indian Hills Road created by the project. Indian Hills Road also is not approved to be used as a truck route and all deliveries shall be made from Highway 67. There currently are no tenants announced other than Publix for this site.

In addition, we are currently actively working two new projects that if Decatur is chosen will be warmly welcomed by many for they both would bring to our market. The product they would provide while currently being provided would be a welcome addition to the new market that exists for retailing in general. The outcome of these may be six months out but we will be working hard to secure them. You need to know that while we sleep many companies interested in our market are analyzing our activities. The soccer tournament recently in the paper was quickly forwarded to one of the two new projects as an indication of what tourism can bring to them that may not be evident in our demographic and psycho-graphic analysis. This is a very competitive market today and it will take

 all of us working together as OneDecatur to be all we can be. I had one project recently familiar with OneDecatur project comment on the progressiveness of a community that would engage a 40 member steering committee and really listen to what a community desires in its planning process.
 

We have another project that has been delayed and should begin within the next month or so which is the Mapco on corner of Beltline and Old Moulton Road. This project and one other of their projects in the area was slowed due to the sale of their company last year.

The sale has been completed and they are moving forward with new energy. Also in this area the Residence Inn is moving forward after the owners experienced an unexpected delay. This should be a really great addition for those needing an extended stay experience along with the new Holiday Inn Express which is doing well in their new building. This area will continue to grow as traffic counts and housing needs expand along this busy corridor. The Hilton Home2 Suites at Ingalls Harbor on Wilson Street is nearing completion along with a new entrance that the city is upgrading that should make for a safer entrance into Ingalls. In addition, we will have a new sign that will incorporate Ingalls Pavilion, the Hotel and Brickyard Landing Marina.

Grants – Contributor, Allen Stover, Grant Administration

The Seville project continues to move forward. We now have 3 three homes built and have just signed the contract with the second applicant so as of the end of this month we will have two homes occupied. The CBDO is in the process of selecting a contractor for the construction of the forth home.

All of these homes we made possible in most part because of your CDBG grant. We need anyone who would be willing to contact their Congressman and Senator both State and Federal asking them to support the continued funding of this grant as it has been very beneficial to the City of Decatur over the past 25 years.

Planning Department – Contributor, Karen Smith, Planner

OneDecatur is an effort to create a new city-wide plan for Decatur that reflects community values and aspirations.  The process will identify critical needs, define a long-term vision and goals for a range of topics, and identify strategies to achieve the vision.  The new plan will serve as a guide to making all of Decatur more prosperous in the future. 

We have held two rounds of public workshops the Listening and Learning workshops November 1, 2 and 3 and the Summit on the Future April 4.  All of these meeting were very well attended.  Decatur is fortunate to have an engaged and concerned population.  The next phase will be the Choices open house where the draft plan will be unveiled and additional feedback will be requested.  This should be in the early fall. 

Public input is very important to making the plan a living document that our community supports.  You can still comment from the OneDecatur website.

Point Mallard Season Pass Attack was a huge success.  This year was a record breaking year with over $500,000 sold in passes.

Point Mallard employees worked to clean, paint and get the water park ready for summer. I have a new class starting at Turner Surles next week and hoped that you might mention it on your blog. Join us next week for the NEW Zumba Gold class that will be held every 2^nd and 4^th Tuesday per month from 9:30 – 10:15am. It is free of charge and is taught at a pace for every senior to enjoy. This is a class that can be done standing or from a chair. It is tons of fun for everyone!!!!

Hello All!

It has been a couple of weeks since I shared an update and this past few weeks has been filled with many opportunities to share:

Council President Pro Tem, Paige Bibbee and I had the opportunity to attend the Decatur Fire Department (DFD) fitness test.  Candidates navigated their way through various test stations to measure their ability to sustain the physical stresses associated with being a professional firefighter.  We are thankful for the leadership and professionalism we see from the DFD 24/7.

Our Chamber and Excellence in Leadership Class loaded up a bus and traveled to Montgomery to visit with our State Legislature and numerous historic landmarks.  The legislature is working on many bills that can help Alabama and a few that could be detrimental to municipalities like Decatur.  The legislature will return to work April 3^rd.  I will forward updates from the Alabama League of Municipalities so you can keep up with the activity and how it impacts Alabama.

After returning from Montgomery, Susan had the calendar full of productive meetings that included: New opportunities for Decatur, my final meeting with Dr. Dan Brigman before his unexpected departure, lunch with the MCEDA Industrial Council made up of local plant managers.  I shared a short version of the State of The City Address with the plant managers.  During the Q&A portion of the lunch meeting the managers shared how they hope their team members will make their home in Decatur.  They are partnering with Decatur City Schools to make Decatur more attractive to newcomers.  They also emphasized the importance of messages that come from City leaders; i.e. it’s not always what we say, it’s how we say it.  It appeared to be sound advice to me.

Sherry and I ended the week having dinner with Harvard students who came to Decatur to assist Habitat For Humanity during the Annual Daybreak Rotary Club of Decatur Alternative Spring Break.  Mark and Gay Maloney hosted the dinner where we had an opportunity to visit with the students and listen to fun stories about their week in Decatur.

The City Council held their last meeting at Decatur High School where students were able to learn how their local government works.  The Council and Department Directors took questions from students following the Council Meeting.  It was an informative and fun meeting.

OneDecatur continues to move forward with direct community involvement.  We are expecting you to attend one of the upcoming Summit meetings and we hope you will bring a friend/neighbor.

Community leaders joined me this week as we worked with UAH officials in furthering our relationship with their research and new developments associated with their Business Incubator.  I also worked with community leaders making plans to introduce skilled trades opportunities that are available for all Decatur residents.

Somewhere in between we worked on the details and message associated with a State of The City Address.

Our Team – Folks we have an amazing team at City Hall that understands we are a service organization.  All are experts in their chosen professions.  However, there is a member of our team, bless her heart, has worked for five (5) mayors!  Many of you know Susan Hood, our Executive Assistant.  I am so thankful for Susan and how she exercises her gifts of administration and service on a daily basis. 

I am thankful for our 5 Council members: President C. Ard, Pres. Pro Tem Paige Bibbee, Councilmember Kristy Hill, Councilman Billy Jackson who has over 20 years of service as a Councilman and Councilman Charles Kirby.   I value the dedication and hard work each Council representative is giving on behalf of the residents of our City.

Everyone has been helpful in assisting with my transition into our city government.  I am able to contact our team members and receive professional advice at any time.  Sometimes I find it necessary to see counsel from those outside our City government, our citizens, those who are seated in this room.  I am thankful that so many are so helpful. 

I guess there is another message in what I am trying to convey; I realize that I cannot know everything and I am not shy about seeking help from others.

Innovations and Entrepreneurship:

Decatur is fortunate to have an Entrepreneurial Center, Director Larry Waye.  We realize there are communities around the country located near universities like MIT, Harvard, Stanford, and others that have a strong emphasis on research and new innovations.  They are developing the widgets for tomorrow.  The next iPhone, if you will. 

Now think about it, if you want a rocket, you need to come to Decatur.  If you want a missile, you should go to Huntsville. We are home to ULA, manufacturer of the only vehicle the DOD will use to take a payload sensitive to our national security into space.  We look forward to the new jobs and opportunities RUAG and Dynetics will bring to our area.

Many of the researchers who are engaged in developing technology that will protect our country and take us further into space are connected with the University of Alabama in Huntsville.  UAH has researchers and innovators who have and are developing the next widget.  UAH recently received funding for a state of the art E-Center.  However, there was a request that came with the funding for the new E-Center: take your developments into the North Alabama region.  The funding source recognizes that Huntsville’s economy has momentum and they want to see our region become stronger.  So we have been working with UAH leaders in bringing new innovations to Decatur.  These designers are very smart, but they may need help from Venture Capitalists and entrepreneurs to get their products to market.  We are working on those relationships.  The same is true with our local industrial base.  Many of the innovators have ideas that be a perfect fit with our local industries providing new ways to expand their product offering and profitability.  All of this equates to new jobs and a future for our residents, children and grandchildren.

HubZones:

I was honored to receive an invitation to the MSFC quarterly Small Business Alliance Meeting hosted by the Davidson Center.  Marshall remains a leader in achieving their Small Business goals under the longtime leadership of Small Business Alliance Director, David Brock.  David has been highly recognized for meeting SBA objectives for the Center.

With that, I believe we have found a wonderful opportunity for Decatur.  HubZones are a Historically Under Utilized Business Zones.  David and his team are coming to Decatur next month to meet with Industrial and City leaders along with the former Director of the Hubble Space Telescope Project, Jim Odom. 

Here are our HubZones. The largest in North Alabama. We have opportunities to expand in development and manufacturing support for the SLS Rocket.

As we learn more, we expect to utilize the same opportunities with the Military side of Redstone.

Jobs:

I received an invitation from former Congressman Bud Cramer to attend a meeting with Mayor Battle, Madison County Chairman Dale Strong, Morgan County Commission Chairman Ray Long and leaders in utilities in industry. 

We were joined by Franklin Haney who told us about his $111M winning bid for Bellefonte Nuclear Plant.  Haney plans to begin this project in Q4-17 with the engineering phases.  At peak construction the project will include 3-4K skill trade workers.  Because of the Davis Bacon Wage Act I believe this will have an impact on skilled trade’s workforce.

·      Workforce Development a new crop of graduates to the job market.  DYS, Alabama Career Center and community leaders will assist our un- and underemployed understand about the wonderful opportunities for gainful in employment in skill trades.

Residential Growth:
Site preparation started this week at the Point Mallard Centre which will be anchored by Publix. We have developers and builders who are ready to go.  This is what I will tell you.  We are easy to do business with and the timing is right to build in Decatur.

Our Community:

·      Improved relationships with DCS – We continue to have an improved working relationship with our school system.

·     Our school system is critical to growth in Decatur and I pledge my support to our school board.  Our City leaders find recognize the investment of visiting with our schools, teachers and students.

·      Our City leaders realize abatements are part of the competitive process when an industrial announcement is made.  We also realize Decatur City Schools win the lottery as they start receiving an unexpected windfall in revenues!

·      AHS infrastructure is something we continue to work on.  I keep asking our residents for their input on this and other items.  The good folks at Epic Church helped us capture some of the feedback I received…Let’s take a look!

Recreation and Wilson Morgan – Wilson Morgan is open for business.  It is so nice to see the lights on a Wilson Morgan Softball Complex each weekend.  The facility is booked with tournaments through August.  Here’s a story I hear…  Thank you to the Parks and Rec team for digging in along with our fabulous team at the Convention and Visitors Bureau, led by Melinda Dunn.

Media: Everybody has a job to do.  I am a 1997 graduate of a Chamber sponsored Leadership Decatur Class.  During my recent trip to Montgomery I learned that Simulated Society is still part of leadership society.  I don’t want to get in the weeds, but our society failed because we DID NOT utilize the media to communicate our needs with transparency.  It is something that I have held on to. 

I will leave you with this before I say thank you for coming. This administration will make mistakes and our local media has a job to do.

Weekly Update - Mayor Tab Bowling

Transportation Projects Updates, March 17:

The following is an update on projects that have been completed, are started, or planned in the City of Decatur. 

·      Wilson Street (US Alt 72 / State Route 20) and 6^th Avenue (US Highway 31) Intersection project is complete.

·      Spring Avenue Utility Relocation has started. Construction is scheduled to be bid in the early fall.

·      State Highway 20 Resurfacing from Lawrence County line to Sycamore Street is scheduled for June 2017.

·      West Moulton Street Resurfacing has started with completion in the summer of 2017.

·      A Traffic Signal Equipment upgrade project is scheduled for 2017 for 6^th Avenue from Lee Street to Cedar Lake Road and Beltline Road from Veterans Drive to Country Club Road.

·      Additional lanes on West Moulton Street are scheduled to start in the summer of 2017.

News From Our Finance Department:

Let me introduce the City of Decatur’s Finance Department to you.  This department consists of 9 full time staff members, (1) supervisor, (1) internal auditor, (4) senior accountants, (3) staff accountants and (1) part time senior accountant who was a formerly the Finance Supervisor in the late 80’s early 90’s.  The majority of our staff has over 15+ years of service while others have over 36+ years of service to the City of Decatur.  The Finance Department has staggered hours starting at 6:45a.m. to 6:00 p.m. (or longer as needed) M-F to assist citizens, vendors, department personnel and directors who do not always work 8-5 hours.

Yes we have a very strong seasoned staff, we also recently welcomed two new Staff Accountants to our department - Ms. Dawn Runager (start date 09-26-16) and Mr. Joseph Lagasse (01-02-17). 

Dawn is a graduate of Auburn University with a B.S. in Business Administration, with a major in Marketing.  She spent the last 19 years working as an accountant and tax professional in her father’s practice.   She acquired ownership of “Thompson Family Accounting Services, LLC” in 2015 along with her sister who runs the day to day operations.   Dawn lives in Priceville with her husband of 24 years, daughter who is a junior at UAB, and son who is a high school student.  She is very active in her church, loves writing, reading, gardening and live theater.
 

Joseph is also a graduate of Auburn University with a B.S. in Accounting. He was also involved in Army ROTC.  Currently he is enrolled in CIS-Cyber Security A.A.S program at Calhoun Community College.  He has expert knowledge of Microsoft Office Suite, knowledge of Python, MySQL and completed parts one and two of Calhoun’s Cisco CCNA course. Joseph loves backpacking, hiking and kayaking. He also helps lead a high school Sunday school group at his church.

Yet, we would be remiss if we did not brag on our veteran Senior Accountant & former Finance Supervisor, Joy Hill.  She brings many years of wisdom, knowledge and professionalism to this department, and we are so grateful for her continued dedication to the city.   Ms. Hill began her first employment opportunity, with the City in 1978, at that time there were three people in the Finance Department.  After a few years in this department the Director became ill and she was then promoted to Finance Supervisor and served in that position until 2001.  After a short retirement, she was re-hired to work 20 hours per week for two years.  During that time frame, the Finance Supervisor determined it was better for her family to move to Auburn, so Ms. Hill agreed to return to work full time until another supervisor was hired in in 2003.  She has been with the city on a part-time basis since that time.  She is truly a very rare gem that is treasured by the City of Decatur.

It is the Finance Department’s desire to provide accurate and detailed information to the City, utilizing current technology and innovative ideas that come from the past, present and future as can be seen by our professional diverse financial staff.

News from Parks and Recreation:

TRAIL OF TEARS

You may have noticed some new Trail of Tears signs on Highway 31, Highway 20, Church Street and the Causeway coming across the bridge into Decatur. The National Park Service funded and officially recognized Rhodes Ferry Park as a Trail of Tears site along with other locations in Chattanooga, Tn., Ft. Payne, Guntersville and possible future site in Tuscumbia. Around 2,500 Cherokee were transferred from boat to rail at the location that is now Rhodes Ferry Park. This National designation was made possible by the Nation Park Service, National Trail of Tears Association, Alabama Trail of Tears Association, City of Decatur, Decatur Morgan County Convention & Visitors Bureau and Decatur Parks & Recreation. The Decatur Police Department sign shop and Parks & Recreation Department have installed the new Trail of Tears signs to guide visitors and residents to our beautiful Rhodes Ferry Park.

BIKE RACKS

The Parks & Recreation Department has installed several new artistic bike racks around town as part of a fundraising project for the Carnegie Arts Center. Several have already been installed at Mellow Mushroom and The Brick restaurants downtown, the CCC (Committee on Church Cooperation) and the corner of Bank Street and Church Street. Future locations include, Rhodes Ferry Park, Daikin Amphitheatre at Founders Park, Moe’s BBQ and The Railyard restaurants downtown and Magnolia River on Bank Street. These bike racks look like artwork and have really drawn attention as many of them have Decatur themes or business logos. This is an on-going project that the Carnegie Arts Center is spearheading and the Parks & Recreation Department is proud to be involved.

DELANO PARK

The Parks & Recreation Department will be installing some new Riverwild Garden Interpretive Signage depicting many of our native animal and reptile inhabitants. The Friends of Delano and the McComm Group have worked together to design these amazingly informative and visual kiosk that will depict life of some of our small friends like, Frogs, Rabbits, Turtles, Beavers and Dragonflies. The Riverwild Garden is located next to the playground and Splash Pad at the park and is well worth a visit.

DOWNTOWN TREES

A new project to plant trees on Johnston St., Grant St. and Moulton St. has begun with funding secured by Senator Arthur Orr and installed in a partnership between Decatur Parks & Recreation and Waters Brothers. The tree plan was developed by GBW Architects and with support from the Decatur Downtown Redevelopment Authority and the Decatur Chamber of Commerce, the project has begun on Johnston & Grant streets with the Moulton St. section to be completed after road re-surfacing is completed. Very large multi-trunked Natchez Crape Myrtles were selected and obtained from Rosewood Nursery for the project. This will add some much needed greenery and shade spots for much of the downtown area.

AQUADOME- 1202 5^th Avenue SW Decatur, Al

(Aquadome Fitness Club Package) is a program we offer to promote health and wellness through different activities such as water aerobics, gym aerobics, weight training, water walking and pickle ball.

The cost for this program is $25/month and $10/month for adults ages 62 and older. Contact Rochelle Darnell or Delandrion Woods at the Aquadome @ 256-341-4950 for times and days for various programs offered in this package.

(Line Dancing Classes)- Come join us for a fun, free and friendly community line dance class that includes a variety of music to dance to. Classes are taught by Delandrion Woods and is a fun and upbeat class that you are sure to enjoy. A great way to get up and moving, meet new people and have a fun and safe atmosphere to dance. Contact Delandrion Woods at the Aquadome @ 256-341-4950 for more information on days and times.

(The Aquadome Lunch Bunch Club) is a group of older adults who meet throughout the week for exercise, food, fun and fellowship. Most of the activities are scheduled at noon thus the name The Lunch Bunch Club. Participants are encouraged to bring a sack lunch to class and enjoy an afternoon of crafting, games and other events. This group has transcended into a very tight Lunch Bunch that is always looking to expand its membership. There is no cost to be a member of the Lunch Bunch Club; however, individuals are responsible for all costs associated with scheduled activities, such as crafts and outings. There are many activities that are 100% free or have a small fee to cover expenses. At least once per month the group will venture away from the Aquadome for a day trip or to try a new restaurant. Other activities include arts and crafts, games, nutrition, seminars, potluck, Bingo and a ladies movie night. Contact Rochelle Darnell at the Aquadome @ 256-341-4950.

AQUADOME POOL- 1202 5^th Avenue SW Decatur, Al

(Healthy Lifestyles/Aquatics)- A lap swim program designed to help encourage an active lifestyle through swimming. Fins, kickboards and paddles are available for use at the pool. Swimmers are to circle swim and share lanes during this time. Annual Fees are $200, $100 for students or Seniors (62+) Quarterly $50, $25 for Students or Seniors (62+). Guest Fee is $5 per visit. TC ALMON RECREATION CENTER- 2900-C Point Mallard Circle SE Decatur, Alabama

(Archery Classes)- These classes are open to homeschoolers and the general public. The cost is $20 for three classes and open to anyone 8yrs through adult. This is  a concentrated course covering basics, and suitable for those who have never shot an arrow, or those with some previous experience.  Class covers: Range set up and rules, eye dominance, anatomy of equipment (recurve, compound and crossbow), warm up exercises, alignment and body position, aiming and scoring. (Body Rock Boot Camp)- This class combines strength training and high intensity cardio bursts to give your body a complete workout from your head to your toes.  Classes will be 45 minutes long and will consist of short, high energy, cardio bursts alternated with body weight exercises and fitness equipment.  Fee $20.00 a month or $5.00 per class. The $20 fee includes access to our weight and fitness room during center hours.  Please call TC Almon @ 256-341-4944 to register as spaces are limited.

FORT DECATUR RECREATION CENTER- 604 4^th Avenue SE, Decatur, Al

(Beyond The Bell After School Program) A safe and fun environment for students to attend after school. Activities will include: snack time, homework/study time, group activities, crafts and free play. The cost for this program is $25 for 3-5 days per week and $15 for 1-2 days a week. (Healthy Lifestyles Basketball)This program allows individuals to pay a membership fee of $100  that will give them exclusive times set aside to play basketball with other members. For more information concerning times and days  contact Fort Decatur Center @ 256-341-4940.

TURNER SURLES SENIOR CENTER-702 Sycamore Street NW Decatur, Al

Turner Surles Senior Center is a facility for Senior Citizens 60 years and older. Join us for food, fun and games. We offer a variety of classes including computer class, Bible study, line dancing, exercise classes, bingo and various classes and special events throughout the year. (Therapeutics Program) provides recreational activities to assist special needs individuals with social skills, behavioral rehabilitation, speech, motor skills and many areas of emotional support in order to improve their quality of life.  The staff of the Therapeutics Program of the Decatur Parks and Recreation Department are educated and trained to engage special needs individuals with a variety of recreational activities. Contact Skylar Cooley @ 256-341-4958 for more information

Decatur Youth Services News:

Every 3^rd Thursday of each month Decatur Youth Services will be holding a Mentoring Training Session for Volunteers who want to become involved in the community by mentoring the youths in Decatur City Schools.

Mentors must :

• Be willing to mentoring a child for an hour each week. You can read to them, play games, have lunch, help with homework etc. (we will confirm with the school the best time to meet)
• Commit to 6 months to a year
• Stick to the schedule
• Set high expectations
• Be understanding.
• Background check will be done ( few exceptions police officers, social workers etc.)
